Strange, that's with pdf encryption on?

Encryption is on.

The original, uploaded PDF is A5 size (5.83in x 8.27in or 148mm x 210mm) portrait, but the downloaded file page size is 8in x 11in or 203mm x 279mm portrait.

If I turn encryption off, the problem goes away.

Just so other users know, the issue was resolved by changing compression settings.

Specifically, exporting to PDF in InDesign has a default setting of "ON" for Text and Line Art Compression.

Turning it off makes no difference at all to file sizes.
